JUSTIFICATION
The JC Williams Community Resource Hub – Shared-Use Commercial Kitchen & Workforce Training Center is a transformative initiative addressing workforce development, food entrepreneurship, and economic mobility in Springfield’s Six Corners neighborhood, a historically underserved community. This funding request is an appropriate use of federal taxpayer dollars as it directly aligns with the Department of Health and Human Services (HHS)—Health Resources and Services Administration (HRSA) Health Facilities Construction & Equipment priorities by supporting capital equipment purchases for a facility that advances workforce training, public health, and economic self-sufficiency.
Springfield has one of the highest poverty rates in Massachusetts, with food insecurity and unemployment disproportionately affecting low-income residents. The Shared-Use Commercial Kitchen & Workforce Training Center will equip individuals with culinary skills, provide hands-on job training, and support food entrepreneurs in launching businesses. This initiative will not only help individuals secure livable-wage careers in the food industry but also stimulate local economic growth by supporting mall businesses and fostering food production innovation.
This investment is critical to the Massachusetts economy as it enhances workforce readiness, aligns with regional job market needs, and strengthens the local food ecosystem. The JC Williams Community Resource Hub – Shared-Use Commercial Kitchen &

fully equip and enhance the Shared-Use Commercial Kitchen and Workforce Training

Commercial Mixers, Food Processors, and Blenders – Used for meal prep and entrepreneurship training.

Dishwashing & Sanitation - $75,000
Commercial Dishwashers & Sanitizing Equipment – Ensures compliance with health regulations.
Handwashing Stations & Fire Suppression Systems – Critical for kitchen safety and hygiene.
Ventilation & Safety Systems - $100,000
